Need help with my mod(12 hr format guys please look)

I grew tired on having to manually set the hour offset.

So, I did what I usually do, my own "version"

However.

I can't force my computer to pretend to be a "12 hr format" machine.

So if anyone, living in UK for example, could help me it would be greatly appreciated.
